Locus Technologies provides comprehensive environmental management services in compliance with the Resource Conservation and Recovery Act (RCRA). We believe that the successful outcome of the RCRA process is won at the workplan stage. The owner/operator and its consultant sets the tone of the entire regulatory process with the workplan and the initial agency negotiation. We have seen many companies address the RCRA facility assessment (RFA) directly, but with the minimum investigative effort and with no plans for future action. The Locus approach is to develop a strategy based on the long-term uses of the facility, to determine remediation goals (from no-action to clean closure), evaluate the probability of success of these goals, establish a negotiation strategy, and finally, to prepare the RCRA facility investigation (RFI) workplan to meet these internal goals.
Locus has successfully used this methodology to affect significant long-term cost savings for our clients. We provide all of the services necessary for implementation of your RCRA Corrective Action Program. These services include strategic planning to help determine long-term remediation goals and to set the tone of the corrective action process; preparation of the RFI workplan, including Health and Safety Plans, Sampling and Analysis Plans, and Quality Assurance/Quality Control (QA/QC) plans; implementation of the RFI workplan, including site investigation (soil sampling, drilling, geology, hydrogeology, surface hydrology, and ecology), risk assessment, groundwater modeling, and preparation of RFI reports. Corrective measure studies (CMS) include specialized sampling, bench-scale and pilot-scale testing. Corrective action encompasses the design and construction of appropriate remedies, including groundwater recovery and treatment systems, slurry walls, RCRA caps, waste stabilization, fixation, and solidification, and constructed wetlands.
