Landfill, Cap, and Containment

Locus has successfully completed closure and remediation of landfills and hazardous waste sites that were placed on the National Priorities List (NPL) and Resource Conservation and Recovery Act (RCRA) programs or other state or local government programs. Our experience covers municipal and industrial landfill, maintenance, monitoring, and closures under federal (RCRA-Subtitle D) and state solid and residual waste regulations. We have also designed and constructed above and below ground containment structures, such as cut-off walls, and engineered closure covers.

Locus' landfill closure and remediation services include:

  • Remedial investigations (RIs)
  • Closure alternative studies
  • Closure design/plans
  • Complex engineering analysis, such as settlement and slope stability
  • Construction specifications/drawings
  • Remedial action design and implementation
  • Construction management services
  • Construction quality assurance (QA) and quality control (QC)
  • Operation and maintenance support
  • Closure implementation
  • Post-closure monitoring and compliance
  • Environmental database management
  • Seismic analysis and landfill deformation monitoring

With more than 30 years of project experience in hazardous, industrial, and municipal solid waste (MSW) landfill design, the Locus team has developed a unique approach to landfill closures. Our full-service capabilities and experience in the following areas have benefited a variety of owners and operators faced with changing regulatory requirements:

  • Landfill liner and final cover systems leachate management systems
  • Methane gas management systems
  • Groundwater and surface water monitoring
  • Automation of landfill gas monitoring
  • Landfill slope stability

Locus' approach to final cover system design uses performance-based design versus design standards to provide cost effectiveness and minimize long-term maintenance and performance.

Locus works closely with our clients and with the regulatory agencies in developing cost-effective liner and cover systems designs that include alternative designs and materials that reduce overall material and construction costs. Long-term maintenance and performance are important aspects in the design of a cover system. Locus' staff has extensive experience and capabilities in stormwater management and in developing erosion and sedimentation (E&S) controls to minimize long-term maintenance and costs.
